Comments please....

I keep returning to an uncomfortable subject ; the fact that in this country we have a  3 %  conviction rate for reported rapes. So are 97% of women claiming rape liars then ?  Our courts are the best and most fair, and most envied in the world. Even if there is a reason for that low figure that requires some action, just how much would that conviction figure rise by ? Starting from that low base rate I find it hard to see any scenario of short comings in the legal system that could bring this figure to an " acceptable " level . And just what would an acceptable level of con viction be ? And is it ethical to lessen the proof needed for such an emotive brutal crime ? This is a can of worms alright...
